LOS ANGELES — California is using more and more electric cars, and officials are offering mixed signals about whether the state should be a leader in the zero-emission industry. Californians bought 2.6 million electric vehicles in 2018, the most of any state. The state fleet has also grown to 1.9 million electric vehicles. In response to pressure to set a national clean air goal, the California Air Resources Board (CARB) released a new plan last week that would require zero-emission vehicle sales to account for 1.5% of new car sales in the state by 2025. The program also calls for charging stations to be installed in new and existing public housing, and for some commercial buildings and spaces where space is constrained. The new plan follows a 2018 executive order by former Gov. Jerry Brown that requires the state to get to 100% zero-emissions vehicles by 2030. «We are playing catch up, but we are making good progress,» said Stephanie Ney, a spokeswoman for the California Air Resources Board. «We want to make sure that the vehicles are made in California, and that the electricity used to charge them is made in California.» The 1.5% mandate is expected to cost $16 billion for the state’s car companies and consumers. The mandate does not apply to the heavily subsidized, federally owned Ford and GM car companies, and no mandate has been placed on zero-emission vehicle purchases by low-income drivers. Tesla, which markets its electric vehicles as zero emissions vehicles, is already selling about 100,000 of its vehicles in California. The company said it’s on track to sell 500,000 vehicles in the state by the end of the decade, out of a global fleet of 1 million EVs. «We are the largest [electric vehicle] manufacturer in the world, and we are not a large company by any means, but we are the largest by far,» said Dave Kanter, chief executive of the Alliance of Automobile Manufacturers, which represents the Big Three auto companies and their suppliers. «But I think in time we will get there. If you want to get very precise drafting, you need to measure everything as best you can. Use ruler and protractor. Use levels, bubble levels, laser levels, and so on. Look for the best measuring tools for the job. Use a laser level on a circular edge, not a flat surface. This will help with the angle. Move your drawing so you can easily see the edge. If you are working with references from a CAD system or from a printed copy, be sure to add angles to the reference and rotate the drawing so you can see the angles of the reference. Inaccurate angles will appear skewed in your drawings. If you have a scratch disk or slide projector, you have another way of seeing the angles. Just point the projector at the reference.
